I can't find how to translate a video

I wanted to translate a video. It has captions in English, and the video page says that it's 55% translated to Hebrew. I wanted to complete it, but I cannot find how to get the web-based translation interface. I can only find how to download an incomplete subtitles file, but I don't want to translate on my computer - I really prefer to translate on a web interface. Is it possible?

Hi Amir,

Please keep in mind that, if you are not the owner of this video, the owner might have set it up to prevent other users to translate it – If this is the case, you will not be able to complete the translation.
If you do have permissions and/or ownership of the video, thought, please find the steps on how to get back into the translation interface below:

You can find the “Continue Translating into Hebrew” link under the “Caption and Translate” panel, to the right of the video – Please note that, to view this option, you will need to be logged in.

If the option is not available, you can also use the option “Translate into:”, select Hebrew, and then click Translate – This will take you back to the interface, where you can continue where you left off.
